Premier Daniel Andrews confirmed 627 cases of COVID-19 were added to the Victorian tally.
Eight more people died of the disease in the state in the past day.
It is the second biggest day for new coronavirus cases since the pandemic began in Australia.
Mr Andrews said one-in-four coronavirus patientsmeant to be in self-isolation have not been at home when visited by authorities.
Victoria is moving to visit everyone who has been instructed to self-isolate, either because they are a positive COVID-19 case or a close contact of one.
More than 500 visits were conducted yesterday – close to double the number on Wednesday.
“It is simply unacceptable if you have COVID-19 for you to be out,” Premier Daniel Andrews said.
Elsewhere, just one new case has been diagnosed in Queensland – a returned traveller in quarantine.
In NSW, 21 new cases have been reported, with two in hotel quarantine.
